This dataset is targeted at architectural design institutes, green and low-carbon consulting institutions, government compliance departments, and construction industry researchers. It aims to address issues including scattered policy information, frequent updates, poor comprehensibility, and difficulty in tracking. Leveraging a highly reliable crawler system, standardized processing of policy texts, and knowledge graph technology, this encyclopedia-style repository integrates national and local low-carbon policies, supporting standards, and authoritative interpretations, and realizes structured extraction, topic aggregation, and semantic indexing. Unlike traditional policy document repositories that merely aggregate original texts, this dataset converts unstructured policy texts into computable knowledge units, and conducts field-level annotation on key elements in policies such as constraint indicators, time nodes, and applicable scopes.
