Early executive action in France and the United States, 2007-2017: coded inventory and coding documentation

Replication data for "Governing by Rupture: What Early Executive Action Produces in France and the United States." An act-level inventory of the executive orders signed in the first hundred days of the Obama (2009) and Trump (2017) administrations, each assigned a type under Warber's four-part typology (symbolic, routine, public policy, hybrid), together with the aggregate type distributions for the French décrets of the Sarkozy (2007), Hollande (2012) and Macron (2017) administrations, the volume series underlying the front-loading analysis, and the full coding documentation. The deposit includes a day-by-day series of the regulatory acts signed by the two heads of the French executive over each hundred-day window, from which the daily-rate comparison is built. Sources are the Federal Register and the American Presidency Project for United States acts, and Légifrance and the Journal officiel de la République française for French acts. The coding protocol states the rules under which each act was typed and the adaptations required to apply a typology built for United States executive orders to French décrets. The coding decisions file records the observation windows, the cases where an assignment required judgment, and two corrections to figures published in the underlying doctoral dissertation, with the arithmetic in each case. Interview material is not deposited: participants consented on the condition that they would be identified by function and period only, and the transcripts contain information permitting re-identification within small professional populations.
