With respect to a total heat exchange element 10 according to the present invention, a partition plate 1 is configured from a water-insoluble porous base material layer 22 and a fiber layer 21. The fiber layer 21 contains a fibrous chitosan derivative and a binder resin; and the fibrous chitosan derivative has a molecular structure wherein a fibrous chitosan is modified, via an amide bond, with at least one carboxylic acid compound that is selected from the group consisting of alicyclic carboxylic acid compounds, aromatic carboxylic acid compounds, and aliphatic carboxylic acid compounds having an alkyl chain length of 7 carbon atoms or less. Consequently, the present invention enables the achievement of a total heat exchange element which is capable of maintaining high total heat exchange efficiency for a long period of time even in an environment where dew condensation is likely to occur.
