This evidence package presents the GAL-2 Protected Commit Latency Characterization v1.4, a local application-boundary characterization package measuring raw commit path latency and GAL-2 Time Contract-gated protected commit path latency across tested local substrates. Substrates characterized: SQLite, append-only JSONL, and local Docker Postgres via docker exec psql. This package measures local latency behavior for:- raw path commit latency- GAL-2 protected path latency- local Time Contract fetch latency- safe commit latency- unsafe block latency- p50, p95, p99, max, mean, and count values The GAL-2 Contract measurement uses the real local GAL-2 Time Contract surface exposed by the daemon at http://127.0.0.1:9095/contract. The measured Contract fetch latency is local daemon /contract latency. It is not a direct public API round-trip measurement to api-v2.gal-2.com. Results: SQLite/JSONL latency characterization PASS, Postgres latency characterization PASS, combined latency summary PASS, public secret scan PASS, archive smoke verification PASS, pre-publication archive audit PASS.
