Expert Survey Dataset on Water–Energy Nexus Governance in Azerbaijan (2026)

This dataset contains the anonymized responses of an expert survey conducted to evaluate governance capacity within the Water–Energy Nexus (WEN) framework in Azerbaijan. The survey was carried out in 2026 and includes responses from 52 experts representing academia, governmental institutions, research organizations, the private sector, and non-governmental organizations. The dataset supports the assessment of governance dimensions relevant to integrated water and energy resource management under climate and institutional risks. Survey questions evaluate four governance components: Policy Coordination (PC), Institutional Coordination (IC), Data Coordination (DC), and Adaptive Capacity (AC). Composite Governance Capacity Index (GCI) values were calculated from these components and are provided together with descriptive statistics. The published workbook contains the following worksheets: README – dataset overview and usage guidance. CHANGELOG – version history. CODEBOOK – variable definitions and coding scheme. VALUE_LABELS – categorical value labels. CLEAN_DATA – anonymized survey responses prepared for analysis. ANALYSIS – governance component scores and GCI values. STATISTICS – descriptive statistics for all governance indicators. All personal identifiers have been removed to ensure respondent confidentiality. The dataset is intended to support research on Water–Energy Nexus governance, adaptive resource management, integrated environmental governance, sustainability assessment, and related policy analyses. This dataset accompanies the study entitled A Governance-Integrated Water–Energy Nexus Framework for Adaptive Resource Management under Climate and Institutional Risks and may also be used independently for comparative governance and sustainability research.
