<h3>FEMA Community Resilience Challenges Index (CRCI) Census Tracts – United States (2024)</h3><h4>Overview</h4><p>FEMA and Argonne National Laboratory developed the Community Resilience Challenges Index (CRCI) through research conducted in 2018 and updated in 2022. The index integrates <strong>22 indicators of social vulnerability and resilience</strong> into a composite measure designed to support comparative analysis of community resilience conditions.</p><p>The CRCI is based on a structured literature review of peer-reviewed methodologies published between 2003 and 2021.
