The research sample consists of policy documents from four key stakeholder groups involved in EU raw materials policymaking: civil society, political institutions, research, and industry. These groups were identified based on their active engagement in public consultations and participation in relevant committees, such as the Raw Materials Supply Group and the High-Level Steering Group. We collected a total of 183 policy documents from these stakeholders, representing their contributions to EU raw materials debates between 2000 and 2024.
