依据智慧城管总体建设目标，智慧城管设计的总体规划内容可以归纳为“1+2+N”，即在标准规范体系以及安全保障体系下，建设一个城管大数据平台，打造城管运营管理中心和城管安全中心，实现城管N类业务应用。 一个平台：城管大数据平台汇聚城市管理的智能视频分析或其他视频监控资源，通过对前端采集数据清洗和解析，实现对视频数据、人员数据、车辆数据和报警数据统一化管理，构建城管计算资源池、存储资源池和网络资源池。 两个中心：城管运营管理中心——作为智慧城管的中枢大脑，通过对城管大数据平台的应用，全面掌握城管各类数据和资源，实现线上资源统一协配，报警事件高效处置和数据决策分析研判。城管安全中心——系统建设过程中涉及到社会视频资源整合和互联网接入，因此要求数据必须通过相应的防火墙、网闸、安全边界网关等安全设备，实现数据安全加密和传输。 N类应用：依托于视频智能分析技术，实现机动车违停、非机动车乱停放、出店经营、流动摊贩、暴露垃圾、违规撑伞、垃圾桶满溢、门前脏乱、渣土车抛洒滴漏、渣土车未遮盖运输等事件的智能分析和识别，对发现的违法违章情况进行自动报警、违法取证等应用。利用移动设备和新一代网络技术助力移动执法，实时采集现场视频信息，实现违法证据信息实时采集，执法过程录音录像，推进执法正规化、规范化。 1、以机换人 助力城市精细管理：通过AI技术全天候感知常见的城市管理类事件，填补因人员受限导致的监管盲区，改善和保持治理成效。 2、电话/短信提醒，实现无接触执法：沿街店铺管理通过设备、店铺、店主的绑定，实现报警事件直接关联到人。结合电话短信方式通知，实现非现场执法，提高处置效率。 3、流动摊贩精细化管控：通过对已掌握的无照摊贩建库，结合智能识别技术，对摆摊行为进行预警，明确屡犯人员，为执法提供依据，实现精细化管理。 4、渣土运输全流程监管 事件智能感知发现：对工地、消纳场、运输公司、运输车辆等建库建档，借助视频感知和智能分析，实现渣土运输从工地到消纳场的全流程监管。

According to the overall construction goals of smart urban management, the overall planning content of the smart urban management system can be summarized as the "1+2+N" framework: under the standard specification system and security guarantee system, construct one urban management big data platform, build two centers (urban management operation management center and urban management security center), and realize N types of urban management business applications.

One Platform: The urban management big data platform integrates intelligent video analysis or other video surveillance resources for urban management. Through data cleaning and parsing of front-end collected data, it realizes unified management of video data, personnel data, vehicle data and alarm data, and constructs urban management computing resource pool, storage resource pool and network resource pool.

Two Centers:
1. Urban Management Operation Management Center: As the central brain of smart urban management, it fully grasps all types of urban management data and resources by utilizing the urban management big data platform, realizes unified coordination and allocation of online resources, efficient disposal of alarm events and data decision analysis and judgment.
2. Urban Management Security Center: Since the system construction involves the integration of social video resources and Internet access, data must pass through corresponding security equipment such as firewalls, network isolation gateways and security boundary gateways to realize data security encryption and transmission.

N Types of Applications: Relying on video intelligent analysis technology, it realizes intelligent analysis and recognition of events including illegal parking of motor vehicles, random parking of non-motor vehicles, out-of-store business operations, mobile vendors, exposed garbage, illegal umbrella deployment, overflowing trash bins, dirty premises in front of stores, spillage and leakage of muck trucks, and uncovered transportation of muck trucks. It provides applications such as automatic alarm and illegal evidence collection for discovered violations. Using mobile devices and new-generation network technologies to support mobile law enforcement, collect on-site video information in real time, realize real-time collection of illegal evidence information, record law enforcement processes with audio and video, and promote the standardization and regularization of law enforcement.

1. Replacing Manual Labor with AI-assisted Operations to Assist Precision Urban Management: Use AI technology to perceive common urban management events 24/7, fill the regulatory blind spots caused by limited personnel, and improve and maintain governance outcomes.
2. Phone/SMS Reminders to Achieve Contact-free Law Enforcement: For street store management, bind devices, stores and shop owners to directly associate alarm events with specific persons. Combined with phone and SMS notifications, realize off-site law enforcement and improve disposal efficiency.
3. Fine-grained Control of Mobile Vendors: Establish a database for mastered unlicensed vendors, combine intelligent recognition technology to issue early warnings for vending behaviors, identify repeat offenders, provide a basis for law enforcement, and realize fine-grained management.
4. Whole-process Supervision of Muck Transportation and Intelligent Event Perception and Detection: Establish databases and files for construction sites, muck disposal yards, transportation companies and transportation vehicles, and use video perception and intelligent analysis to realize whole-process supervision of muck transportation from construction sites to disposal yards.
