A call for submissions relating to work without enforceable minimum standards was published in the Sydney Morning Herald on Saturday, 5 February 1986. This was followed by media conferences in Sydney (8 February), Newcastle (11 February) and Wollongong (12 February). Over 1,000 letters to employers, employer organisations, trade unions, relevant organisations, Government Departments, Members of Parliament, the Industrial Commission and academics inviting submissions were sent out from late January.
