WHAT: Performance data from scenario-based simulations and place-based workshop assessments measuring applied knowledge of resilient construction, hazard mitigation, and disaster recovery. WHERE: Delivered through the digital platform and through in-person workshops at the three hubs. WHY: To document attainment of the Exhibit B benchmark of 80% demonstrated applied knowledge and to evidence the workforce readiness outcome. HOW: Branching simulation scenarios scored against rubrics; performance tasks observed in workshops; results triangulated with platform analytics. WHEN: Throughout the pilot and scale-up phases.
