ata and code supporting a network-based maximal-coverage analysis of evacuation-hub siting in Baghdad Governorate, Iraq, built from open data. The package contains PyQGIS scripts for data preparation, the QNEAT3 origin–destination matrix (734 demand points × 20 candidate hubs), and a MATLAB script that formulates hub siting as a QUBO and solves it by exhaustive enumeration, tabu search and simulated QAOA, together with the outputs needed to reproduce the reported results.
