The terms of reference of the Committee (which was set up in July 1950) were: to recommend a programme of water conservation and irrigation works which the Water Conservation and Irrigation Commission should undertake from July 1957; to assign priorities to these works; to determine the stages reached by schemes already instituted upon recommendation by the Committee; and to decide when new projects should be commenced, the estimated date of completion and the estimated cost of each project. The Committee summarised the present position with respect to major works, assessed problems arising from flood and drainage, and set out a programme of works covering the years 1957/58-1962/63.
