Cell2Fire downstream authority mutation matrix: revocation and native recovery

Cell2Fire downstream authority audit for a real evidence-set closure. The archive contains a 12-mutation action-field matrix for landscape 400cellsC1, native Point references, stale-cache controls, authority-aware revocation, native recomputation, and recovery ledgers. Nine of twelve mutations changed the protected scenario-membership endpoint; all twelve were revoked before reuse and recovered by native Point execution. Three executor-only mutations retained membership but were still revoked. A predeclared unchanged-input control reused the endpoint without over-revocation. The archive is action-scoped and supports the claim that stale results cannot silently change scenario membership, changed actions return to native Point, and unchanged actions remain eligible for reuse. It is not an archive-wide wildfire-risk validity or universal efficiency claim. Complete provenance and checksums are included.
