Digital Services Trade Restrictive Index

Digital Services Trade Restrictiveness Index (Digital STRI), produced by the OECD, measures the restrictiveness of regulatory barriers affecting digitally enabled services trade. It covers cross-cutting barriers that affect services traded digitally across all sectors, including infrastructure and connectivity, electronic transactions, payment systems, intellectual property rights, and other digital trade enablers. The index is compiled from verified regulatory information collected from publicly available sources, supplemented by official government correspondence, and scored using a transparent methodology. Indicators are aggregated into a composite index to facilitate cross-country and time-series comparisons.
