Provided is a method for producing anion-modified cellulose nanofibers at low power consumption. The anion-modified cellulose nanofibers are produced through the defibrillation of an anion-modified cellulose using a cavitation jet device. The cavitation jet device has a nozzle or orifice through which a liquid jet is injected at an upstream pressure of 0.01-30.00 MPa， wherein the ratio of downstream pressure/upstream pressure is 0.001-0.500， and the maximum width of a cavitation jet generated by the liquid jet injected through the nozzle or orifice is 50-130% of the inner diameter of piping located immediately after the nozzle or orifice.
