State Liquor Authority Licenses Currently Operating Under SAPA

If a renewal allocation is filed on time (at least 7 days before the expiration date) and is complete, the licensee will be allowed to “operate under SAPA” if the renewal application is not approved (or disapproved) before the expiration date. SAPA (the State Administrative Procedure Act) allows the licensee to continue to operate under the expired license until a decision is made on the renewal application.

若许可证续期申请在截止日期前至少7日内提交且内容完整，即便续期申请在截止日期前未获批准（或被否决），许可方仍可准许其‘在SAPA（国家行政程序法）下运营’。SAPA（国家行政程序法）规定，许可方可在续期申请决定作出之前，继续依据已过期的许可证进行运营。
