Ivory Coast Significant Event Areas

Over 30 HADR events have afflicted Cote d’Ivoire since 1983. A large proportion of these events are transport accidents, pointing to Ivoirian roads’ overall state of disrepair and lack of traffic controls. The state also suffers extensively from flooding and epidemic disease, specifically cholera, meningitis, and yellow fever. HADR events tend to occur more frequently in the southern half of the state than the northern half; however, this could at least partially be an artifact of both higher population density and better local government reporting in the southern half of the state. Cote d’Ivoire suffers from perennial flooding, particularly along the southern coastal areas of the country. In recent years (under both the Gbagbo and Ouattara administrations), the government has undertaken operations to forcibly relocate households located in critical flood zones in and around Abidjan. These efforts have been widely criticized by international human rights organizations, who note that very little relocation or transition assistance is provided to affected households. As a member of ECOWAS, Cote d’Ivoire is currently engaged in a joint-country capacity-building project to integrate regional disaster risk reduction platforms. This project seeks to enhance early-warning mechanisms, improve member state resiliency, and address regional trans-boundary disaster risks. In 2009, Abidjan was listed as one of the top 20 cities in the developing world most at risk from sea level rise and storm surges in a report by the Center for Global Development.
