"As part of the comprehensive plan element of the [Chesapeake Bay Preservation Act]... regulations, localities must address policies on a number of water quality issues. These issues include physical constraints to development, protection of potable water supply, relationship of land use to commercial and recreational fisheries, appropriate densities for docks and piers, and the provision of public and private access to waterfront areas and the effect on water quality. Lancaster County is currently in the process of revising the adopted Lancaster County Comprehensive Land Use Plan (1992).
