Categorized Healthcare Priority Areas in Mexico: Results from Spectral Clustering on COVID-19 and Health Resources

This dataset provides a systematic classification of Mexican states into priority areas of attention during the COVID-19 pandemic. The classification (cluster assignment) was generated using a Spectral Clustering algorithm, integrating multi-dimensional indicators of viral incidence and healthcare infrastructure capacity. The data includes the final cluster labels and the foundational variables used for the grouping, offering a structured benchmark for health policy analysis and resource distribution modeling in Mexico
