Peaked-circuit landscape: restart ensembles

Raw restart ensembles behind the manuscript "The optimization landscape of peaked-circuit generation" (Ilyes Jamoussi): 283 NumPy .npz archives, about 330 MB. This version completes the registered converged grid (results/converged/): all 18 instances per size at n = 8-14, 32 restarts each under a budget ladder to 12,800 steps with a relative-gain stop, meeting the registered acceptance criterion at every size; the registered n = 16 row is pending. DATA.md documents every field and naming convention; results/MANIFEST.sha256 pins all 283 archives by SHA-256, verifiable with pq_validate.py from the code archive at https://doi.org/10.5281/zenodo.21880501.
