数据要素及治理产业链

数据要素及治理产业链主要分为数据要素的生产加工和数据要素的产业融合两部分。根据中共中央、国务院2023年2月出的《数字中国建设整体布局规划》，数据资源体系拆分成三大类：数据要素价值驱动，指产出数据的数据源、数据标注、数据交易服务类；数据要素技术厂商，即数据要素成为数据资源过程的必要或重要技术；数据治理服务厂商，指专门做数据治理服务或者产出便于数据治理系统平台的。根据2024年1月国家数据局等17部门联合引发的《“数据要素×”三年行动计划(2024—2026年)》，数据要素的应用融合共涉及工业制造、商贸流通、金融服务、文化旅游、应急管理、城市治理、现代农业、交通运输、科技创新、医疗健康、气象服务以及绿色低碳共计12个方向。

The data element and governance industry chain is mainly divided into two parts: the production and processing of data elements, and the industrial integration of data elements. According to the *Overall Layout Plan for Digital China Construction* issued by the Central Committee of the Communist Party of China and the State Council in February 2023, the data resource system is split into three categories: the data element value-driven category, which refers to data source provision, data annotation, and data transaction service sectors that generate data-related resources and services; the data element technology vendor category, namely enterprises that provide necessary or critical technologies for the process of transforming data elements into standardized data resources; and the data governance service vendor category, which refers to entities that specialize in data governance services or develop platforms and systems to support data governance work. According to the *Three-Year Action Plan for "Data Element ×" (2024–2026)* jointly issued by 17 government departments led by the National Data Administration in January 2024, the application and integration of data elements cover a total of 12 directions: industrial manufacturing, commercial circulation, financial services, cultural tourism, emergency management, urban governance, modern agriculture, transportation, scientific and technological innovation, medical and health care, meteorological services, and green and low-carbon development.
