Verdict: PASS. Two-of-three (M-of-N) quorum authorization on IBM Quantum ibm_marrakesh (Heron r2), qubits Q_P=14 / Q_A1=34 / Q_A2=54 / Q_A3=140, 8,192 shots/arm. The payload executed only when at least two of three independent authorizers approved. Every single-channel attempt — 0-of-3, 1-of-3, 1-of-3 via an alternate channel, and a post-vote replay/tamper — failed closed. A legitimate 2-of-3 quorum executed (S_2of3 = 0.972), unanimity executed (0.986), and a quorum of two honest channels tolerated a degraded third (0.979). Result is specific to this hardware and binding, not a general security claim.
