This article explores the complex identity of the Crimean Tatars, focusing on the distinction between being recognized as an indigenous people versus a national minority. The Crimean Tatars, an ethnic group with a deep historical connection to Crimea, have faced significant challenges, including forced deportations and socio-political marginalization. Despite their historical presence and unique cultural heritage, legal and political frameworks often categorize them as a national minority rather than acknowledging their status as an indigenous people.The discussion begins by examining the historical background of the Crimean Tatars, including their pre-Soviet status, the impact of Soviet policies, and their post-Soviet experiences. It highlights the significance of international legal standards and conventions, such as ILO Convention No. 169, in defining indigenous status and how these standards apply to the Crimean Tatars.Ultimately, the article argues that recognizing the Crimean Tatars as an indigenous people rather than merely a national minority is crucial for ensuring their cultural preservation and political representation. It calls for a reassessment of current policies and greater alignment with international standards to better support the rights and aspirations of the Crimean Tatars.
