1954 Establishment Census of Japan: Survey Outline, Questionnaire, etc.

All establishments in Japan on the date of the census, except the following:
1. Establishments belonging to the following industry classifications in the 1954 version of the Japan Standard Industrial Classification: Division A: Agriculture; Division B: Forestry and Hunting; Division C: Fisheries and Aquaculture; Major Group 82: Households Using Domestic Servants; Division L: Government (prefectural offices, municipal town halls, etc.). Establishments engaged in agriculture, forestry, and fisheries that also operated in other industries were treated as follows: if the employees and accounts of those other activities could be separated from activities falling under agriculture, forestry, and fisheries, those other activities only were included in the census; on the other hand, if they could not be separated and the income from those other activities was greater than that from agriculture, forestry, and fisheries, the activities were all included together in the census.
2. Establishments that closed down in the three months before the census date or that were expected to close down within three months of the census date.
3. Establishments without paid employees, such as a labor union without a full-time employee.
4. Establishments that do not have facilities permanently fixed in one place, such as street vendors, food stalls, shoeshiners, and newspaper stands.
5. Establishments operating on the premises of another establishment and solely for that establishment, such as shops at station platforms, theaters, and cinemas, or cafeterias, barbers, and shops on the premises of companies, government offices, etc.
6. Establishments managed and operated by foreign troops stationed in Japan or foreign governments.

日本于普查当日所有机构，但以下机构除外：
1. 属于以下1954年版《日本标准产业分类》行业分类的机构：A类：农业；B类：林业与狩猎；C类：渔业与水产养殖；第82大类：雇佣家庭佣工的家庭；L类：政府（包括都道府县办公室、市镇厅等）。同时从事农业、林业和渔业及其他行业的企业，其员工和账目如能从农业、林业和渔业活动中分离，则仅将其他活动纳入普查；反之，如无法分离且其他活动的收入超过农业、林业和渔业，则所有活动一并纳入普查。
2. 在普查日期前三个月内关闭或预计在普查日期后三个月内关闭的机构。
3. 缺乏有薪员工的企业，例如无全职员工的工会。
4. 缺乏固定场所设施的企业，例如街头小贩、食品摊位、擦鞋匠和报摊。
5. 在其他机构场所内运营，且仅为此机构服务的机构，例如车站平台上的商店、剧院、电影院，或公司、政府办公室等场所内的食堂、理发店和商店。
6. 由驻日外国军队或外国政府管理和运营的机构。
