Section 47 of the Land Act 1865 allowed leases for up to thirty acres to be granted for 'novel industrial enterprises'. The section specifically mentions vineyards, oliveyards or mulberry or hop plantations or any "useful plant or industrial enterprise or process which was previously unknown or not generally known". No more than one hundred of these leases were to be granted in any year and the term was not to exceed thirty years. In the subsequent clause of the Act, the lessee had a pre-emptive right of purchase on the expiry of the lease or after five years at the price of one pound per acre.The volume in this series contains a record of payments by licensees under the terms of the leases held by them as registered in VPRS 13018 Register of Leases, Section 47, Land Act 1862. Details given are the number (on the folio of entry), the name of the lessee, the situation of the leased property (county and parish), the allotment and section, the extent leased (in acres, roods and perches), the yearly rent per acre, the amount to be paid half-yearly and the number, date and period of years of the lease. Further sections were given for the entry of the details of payments in subsequent years and a column for remarks. This section was used to indicate subsequent purchase of the land by the lessee (as allowed in Section 48, Land Act 1862) or purchase by auction or whether the lease was cancelled or forfeited. Where appropriate, these are accompanied by details of relevant correspondence or entries in the Government Gazette. Notations on later pages indicate that most of the land held under these leases was gradually purchased by the lessee or others.At the conclusion of the pages recording details of rentals is a double folio listing Applications to Purchase (Section 4 of the Lands Amendment Act 1880). This Section of the 1880 Act granted lessees who had made improvements to the land and had been in possession for a period of two and a half years the right to purchase the land with the certified amount of rent paid being credited against the purchase price. The details given include the name of the purchaser, the county and parish in which the land was situated, the extent leased, the amount of the purchase price, the amount paid at rent and the amount required to complete the purchase as well as those required for certain fees. Details are then given regarding the date and place of payment, the numbers of any relevant correspondence and its date.VPRS 13026/P1 Unit 1 was previously registered as VPRS 631/P Unit 237.
