一、零碳背景      近零碳排放允许采用碳汇等抵消机制,即碳源减碳汇接近于零。也就是说,零碳工业园意味着在无碳汇抵补的前提下能源、建筑、工业、交通等方面绝对的无碳排。因此,零碳   工业园可以说要求极为苛刻,其标准甚至超过碳中和(即净零排放)的要求。    零碳能源指的是在生产、使用过程中不增加二氧化碳排放的能源,包括太阳能、风能、水能等。相较于独立的工厂,工业园区的规模优势更能有效的进行一体化的综合能源规划,整合能源投资和能源技术。对于工业园区而言,构建以可再   生能源为主的零碳能源系统,不仅要考虑所采用的能源种类,  还要搭建配套的基础设施,如智能电网、储能设备。二、零碳园区概述      零碳园区是园区在新环境下全新的发展阶段,是以数据为核心生产要素,以数字运营为核心生产关系 统变革的新型园区,是生产力全面提升的新型园区,是人、物、空间全面联动的新型园区,不仅涵盖了完整的产业生态,也是一个具备自生长能力的有机生命整体。零碳园区应该是具备场景化、全连接、可生长、自进化、优服务、重运营等特点的生态系统。三、零碳园区架构        零碳园区要遵循园区的发展及运营需求进行系统性的规划和建设,最终实现园区全生命周期的分阶段建设 和螺旋式发展。整体来讲,零碳园区的建设以零碳园区的战略落地为指引,保障体系(组织、政策、投融资)贯穿始终,分4个阶段建设:顶层设计->基础平台构建->能力平台构建->园区专属生态圈构建。         顶层设计。零碳园区设计是对园区总体战略的承接与解构,是追根溯源、统揽全局、承上启下,在最高层次上解决问题之道,是园区“一把手”视野的系统性工程。要对园区后续的发展做到全面充分的系统化考虑,需要精准的联合业界的各类合作伙伴和资源,结合园区的业务属性和整体需求,对零碳园区的发展进行详细的顶层设计。        能力平台构建。为了实现对园区人、企、财、资、物的充分管理,以应用为核心,着重构建零碳园区能力平台,如:个人生活服务平台、企业服务平台、招商资管平台、运营管理平台、双创平台等。       生态圈构建。  零碳园区的最终目的是实现长效化的运营,因此,最终需要打造生态圈去运营上述各类平台,通过高质量的运营实现零碳园区的增值。       基础平台构建。零碳园区是智慧园区基础上发展而来,或多或少均已经具备数字化系统,且积累了一定的数据资源。借助物联网边缘接入、物联网平台、人工智能平台以及云计算基础设施,构建基础平台,将数据资源打通,整合应用系统,形成可复用的能力中心,包括数据中台等中台能力,将零碳园区的基础管理做到尽善尽美。      具体架构见正文四、项目建设运营     (见正文)

1. Carbon Neutrality Background Near-zero carbon emissions permit the adoption of offset mechanisms such as carbon sinks, whereby the difference between carbon sources and carbon sinks approaches zero. That is, a carbon-free industrial park requires absolute zero carbon emissions across energy, construction, industry, transportation and other sectors without relying on carbon sink offsets. As such, carbon-free industrial parks impose extremely stringent requirements, with standards even higher than those of carbon neutrality (i.e., net-zero emissions). Zero-carbon energy refers to energy that does not generate additional carbon dioxide emissions during production and use, including solar, wind, hydropower and other sources. Compared with independent factories, industrial parks benefit from scale advantages that enable more effective integrated comprehensive energy planning, integrating energy investment and energy technologies. For industrial parks, building a zero-carbon energy system dominated by renewable energy requires not only selecting appropriate energy types, but also constructing supporting infrastructure such as smart grids and energy storage facilities. 2. Overview of Carbon-Free Industrial Parks A carbon-free industrial park represents a new development stage for parks in the new era. It is a novel park model that takes data as its core production factor, uses digital operation as the core production relationship to drive systemic transformation, comprehensively enhances productivity, and achieves full interconnection of people, objects and spaces. It not only encompasses a complete industrial ecosystem, but also functions as an organic living whole with self-growth capabilities. A carbon-free industrial park should be an ecosystem featuring scenario-based applications, full connectivity, growability, self-evolution, high-quality services and operation focus. 3. Architecture of Carbon-Free Industrial Parks Carbon-free industrial parks must be planned and constructed systematically in line with the park's development and operational needs, to ultimately realize phased construction and spiral development across the entire life cycle of the park. Overall, the construction of carbon-free industrial parks is guided by the strategic implementation of carbon neutrality goals for the park, with the guarantee system (including organization, policies, investment and financing) running through the entire process, and is divided into four stages: top-level design -> basic platform construction -> capability platform construction -> exclusive park ecosystem construction. Top-level Design. The design of a carbon-free industrial park undertakes and deconstructs the overall park strategy. It is a systematic project from the perspective of the park's chief executive, which traces back to the root cause, takes overall control, connects the preceding and subsequent work, and provides solutions to problems at the highest level. To conduct comprehensive and systematic consideration for the subsequent development of the park, it is necessary to accurately collaborate with various industry partners and resources, and carry out detailed top-level design for the development of the carbon-free industrial park in combination with the park's business attributes and overall needs. Capability Platform Construction. To fully manage personnel, enterprises, finance, assets and materials within the park, the construction of a carbon-free industrial park capability platform shall focus on applications, including but not limited to: personal life service platform, enterprise service platform, investment promotion and asset management platform, operation management platform, mass innovation and entrepreneurship platform, etc. Basic Platform Construction. Carbon-free industrial parks are developed on the basis of smart parks, and most already have existing digital systems and accumulated certain data resources. By leveraging IoT edge access, IoT platforms, artificial intelligence platforms and cloud computing infrastructure, a basic platform can be built to interconnect data resources, integrate application systems, and form reusable capability centers including middle platform capabilities such as data middle platforms, to achieve optimal basic management of carbon-free industrial parks. Ecosystem Construction. The ultimate goal of a carbon-free industrial park is to achieve long-term sustainable operation, so it is necessary to ultimately build an ecosystem to operate the aforementioned various platforms, and realize the value increment of the carbon-free industrial park through high-quality operation.
