This series consists of Voters Rolls from the City of Moreland (VA 3709). The Voters' Rolls were created annually from voters' lists made of eligible ratepayers who were reviewed and certified as being entitled to vote at a municipal election. The Chief Executive Officer of the council was required to provide the Victorian Electoral Commission (VA 4196) with sufficient details for them to be able to construct lists of voters for each ward. This was in accordance with the Local Government Act 1989 (Act No. 11/1989) and associated regulations. It was the responsibility of the Chief Executive Officer to check the Voters' Rolls as supplied by the Victorian Electoral Commission to ensure the accuracy of the voter's names and other details. Persons no longer eligible to vote were removed from the lists, and the details of those newly eligible were added. Voters' Rolls created by the Chief Executive Officer could contain the lists as supplied by the Victorian Electoral Commission, or be an entirely separate document. Legislation stipulated that Voters' Rolls were to identify the ward in which a voter was enrolled and certify that the roll was prepared in accordance with the Act. Once the Voters' Rolls had been created, the Chief Executive Officer was required to provide public access to the rolls, and publish a notification specifying when and where the Voters' Rolls would be available for public inspection. Voters' Rolls and lists were known under various titles, including Ratepayers Rolls and lists c1854, Burgess Rolls and lists c1860's, Citizens Rolls and lists and later (from around 1939) Voters' Lists and Rolls. This series may comprise of both rolls and lists. For some years the roll may not be extant, and lists have been included, or the lists may be included in a single bound volume. Voters on the final roll were allocated a consecutively running roll number whereas persons on lists are generally unnumbered, although their rate number may be included. Information contained in the roll generally includes: Number on Roll Surname in Full Given or other names in full Residence and post town or post office Nature of calling or occupation Owner or occupier Situation or other description of rateable property Yearly value of rateable property Description and situation of rateable property Yearly value of rateable property Number of votes
