The present invention is a step of (a) alternately stacking a mixture of Actinomycetes or a culture thereof added to bean straw and cattle manure， and then aging for 100 to 150 days to obtain functional compost， and (b) obtained above A method for producing compost tea using functional compost comprising the step of adding 5 to 15 parts by weight of molasses and 1 to 5 parts by weight of skim milk powder to one functional compost， based on 100 parts by weight of the functional compost， and then aeration. It relates to a compost tea produced by the method and a method of using the compost tea produced by the above method for cultivation of ginseng.
