Peaked-circuit landscape: restart ensembles

Raw restart ensembles behind the manuscript "The optimization landscape of peaked-circuit generation" (Ilyes Jamoussi): 223 NumPy .npz archives, about 330 MB. This version adds the registered optimizer-class block (results/optclass/), its converged Adam reference cells (results/converged/), an exploratory matched-budget SGD control (results/sgd_converged/), and the registered n = 16 catch-up that takes the main grid to 18 instances at every size. DATA.md documents every field and naming convention; results/MANIFEST.sha256 pins all 223 archives by SHA-256, verifiable with pq_validate.py from the code archive at https://doi.org/10.5281/zenodo.21810211.
