Dataset for "Indicators, Weaknesses, and Strategies in Health Policy Implementation: A Critical Interpretive Synthesis"

Study-level extraction of evaluation indicators, implementation weaknesses, and mitigation strategies from 128 health policy implementation studies published between 2015 and 2025. This dataset underpins a critical interpretive synthesis of health policy implementation research. For each of the 128 included studies it records the bibliographic details, the country of study and its World Bank income group (FY2024), the evaluation indicators reported and the dimensions they address (efficiency, equity, sustainability), the implementation weakness reported and its category (structural, institutional, or operational), flags for the co-occurrence of weakness types, and the mitigation strategy categories reported. Every analytical column was verified study by study against the source record, and a category was assigned only where the study itself reported it. Method Scopus, Web of Science, and PubMed were searched for studies published between 2015 and 2025. Of 941 records screened, 128 were purposively sampled for interpretive analysis. Sampling was purposive rather than exhaustive, in line with the critical interpretive synthesis approach: the counts describe this body of evidence and do not estimate prevalence in the wider literature. No formal critical appraisal of methodological quality was undertaken.
