Each complaint received is investigated and negotiation of a settlement attempted. If the problem is not solved by negotiation, the information on the file is used to prepare a report for the appropriate sub-committee, or as a basis for research. Important, or precedent files, are designated "significant". This series of files includes all Complaint files registered for 1975 and all "significant" files for 1976-82.
