Framework agreement with purchase orders for the production of photo and video reports for the city of Brignoles in 3 lots over 3 years - relaunch

These are single-award framework agreements concluded in the form of a public contract for intellectual services with order forms without a minimum amount and with a maximum order amount, without reopening competition when the order forms are awarded and awarded under the provisions of Articles L2123-1, R2162-1 to R2162-6 and R2162-13 to R2162-14. A first contract was launched and then declared without follow-up in order to allow modifications necessary for its continuity. The city of Brignoles, 17,000 inhabitants, capital of the Green Provence wishes to feed its photo library and video library and enhance its cultural and architectural heritage as well as the animations and festivities organized throughout the year by photo and video reports. In addition, the city wishes to broadcast live or deferred, the city councils and some sporting or festive events of the city on its various communication media. The services are divided into three lots, awarded by separate contracts, according to the breakdown set out below: - Lot 1: Production of photo reports related to the festivities, occasional events and the city magazine. Maximum annual order amount:25 000 € excl. tax - Lot 2: Production of video reports and / or video editing related to the festivities. Maximum annual order amount:25 000 € excl. tax - Lot 3: Realization of video recordings broadcast live streaming. Maximum annual order amount: €10 000 excl. tax Maximum annual amount of expenditure for all lots combined:60 000 € H.T. Maximum amount of expenditure for all lots over three years: 180 000 € H.T. The contract shall be concluded for a period of one year from the date indicated in the letter of notification and renewed twice for the same period, by express renewal by the municipality.本批为单次授予的框架协议（framework agreements），以智力服务类公共采购合同（public contract）形式订立，附订单模板（order forms），无最低订单金额，设有最高订单限额；订单授予时无需重新开启竞争程序，且依照《L2123-1条》、《R2162-1条至R2162-6条》及《R2162-13条至R2162-14条》的规定完成授予。 首份合同已启动，后为开展维持合同连续性所需的必要修改而宣告终止后续执行。 拥有1.7万人口的绿色普罗旺斯首府布里尼奥勒市（Brignoles），计划通过摄影与视频报道，充实自身的图片库与视频资料库，活化其文化与建筑遗产，同时记录全年举办的各类节庆与活动。 此外，该市希望通过各类传播媒介，直播或延后播出市议会会议及部分市级体育、节庆活动。 本次服务分为三个标段（lot），将依照下述划分通过独立合同分别授予： - 标段1：制作与节庆、临时活动及城市刊物相关的摄影报道。年度最高订单金额：25000欧元（不含税） - 标段2：制作与节庆相关的视频报道及/或视频剪辑。年度最高订单金额：25000欧元（不含税） - 标段3：制作直播流所需的视频录制内容。年度最高订单金额：10000欧元（不含税） 所有标段合计年度最高支出总额：60000欧元（不含税，H.T.） 所有标段三年期最高支出总额：180000欧元（不含税，H.T.） 本合同自中标通知书载明的日期起生效，有效期为1年；经市政府明确提出续约申请，可连续续约两次，每次续约期限与原合同一致。
