本项目建设总体目标为, 以时空二三维数据为核心, 以体系建设为主, 推进二三维时空信息数据对 LH 数据整合集成能力建设和服务能力建设, 以直观表达的全覆盖时相和精细地理信息为基础,面向泛在应用环境按需提供基础设施、时空信息、功能软件和开发接口的服务集合,实现 LH 信息资源的感知、跟 踪、集成、共享、分析。 实现 LH 多源数据集成、管理、服务和应用的集成,形 成 LH “数据—信息—知识”应用服务体系,为 LH 实景三维时空大数据云平台 相关应用提供灵活、无限、高效和大众化的运行、开发、管理和运营环境,解 决城市信息资源管理、社会信息资源管理和城市系统部门协同共享等问题, 为建设广泛互联、深度应用、信息服务的智慧 LH 建设提供基础的支撑平台。 以时空大数据云平台项目的总体目标为指导, 建立时空大数据云平台数据库, 搭建二三维实景地图系统基础平台, 提供数字底图服务、通用工具及二次开发接 口等功能, 通过建设三维综合展示系统等应用, 引领政府各部门基于二三维实景地图开展行业深度应用。项目主要包含 4 个方面的建设任务。(1)标准规范建设 建成一套涵盖二三维数据建设和软件应用的标准管理规范体系, 包括数据整 理、整合、建库、数据产品的标准规范; 平台及服务相关的数据交换、数据服务、 应用服务接口、平台接口、服务应用的标准规范, 建立符合面向智慧智慧城市建设需要的项目管理运营的管理体制与机制标准规范(2)实景地图服务平台 建设全区统一的实景三维时空大数据云平台,并基于云平台搭建时空数据云 平台, 提供统一的应用工具及接口, 包含数据更新、地图访问、权限控制和操作日志管理等功能。(3)真三维实景地图数据库、专题数据库 建设全区统一的数字底图数据库, 包含控制点数据库、实景三维影像公共基 础数据库、矢量数据库、专题数据库、兴趣点数据以及元数据库,并建立数据更新与数据质量保障机制。 (4)二三维综合展示应用 基于时空大数据云平台和时空数据数据库,根据实际业务需要开展三维综合展示系统业务专题等应用,同时为各业务单位开展深度应用提供基础地图平台。
The overall goal of this project is to focus on 2D/3D spatiotemporal data, prioritize system construction, advance the development of LH data integration and service capabilities using 2D/3D spatiotemporal information data. Based on fully covered temporal phases and detailed geographic information presented intuitively, provide a service portfolio including infrastructure, spatiotemporal information, functional software, and development interfaces on demand for ubiquitous application environments, and realize the perception, tracking, integration, sharing, and analysis of LH information resources.
Realize the integration of multi-source LH data for integration, management, service, and application, and form the LH "data-information-knowledge" application service system. Provide a flexible, unlimited, efficient, and user-friendly operation, development, management, and operation environment for relevant applications of the LH real-scene 3D spatiotemporal big data cloud platform, address issues such as urban information resource management, social information resource management, and collaborative sharing among urban system departments, and provide a basic support platform for the construction of a smart LH featuring extensive interconnection, in-depth applications, and information services.
Guided by the overall goal of the spatiotemporal big data cloud platform project, establish the spatiotemporal big data cloud platform database, build the basic platform for 2D/3D real-scene mapping systems, provide functions such as digital base map services, general tools, and secondary development interfaces, and through the construction of applications such as the 3D comprehensive display system, guide all government departments to carry out in-depth industry applications based on 2D/3D real-scene maps. The project mainly includes four construction tasks:
(1) Standard Specification Construction
Develop a standardized management specification system covering 2D/3D data construction and software applications, including standard specifications for data sorting, integration, database construction, and data products; standard specifications for data exchange, data services, application service interfaces, platform interfaces, and service applications related to platforms and services, and establish management system and mechanism standard specifications for project management and operation that meet the needs of smart city construction.
(2) Real-scene Map Service Platform
Construct a unified real-scene 3D spatiotemporal big data cloud platform for the entire region, build a spatiotemporal data cloud platform based on the cloud platform, provide unified application tools and interfaces, including functions such as data update, map access, permission control, and operation log management.
(3) Real 3D Real-scene Map Database and Thematic Database
Construct a unified digital base map database for the entire region, including control point database, real-scene 3D image public basic database, vector database, thematic database, point of interest data, and metadata database, and establish a data update and data quality assurance mechanism.
(4) 2D/3D Comprehensive Display Application
Based on the spatiotemporal big data cloud platform and spatiotemporal data database, carry out applications such as the 3D comprehensive display system business themes according to actual business needs, and provide basic map platforms for various business units to carry out in-depth applications.
