Companion data and code for the study 'Concentrated extremes and quiet escalation in twelve years of United States power outages'. Contains the frozen county-day analysis corpus v1.1 derived from 249,316,543 EAGLE-I 15-minute outage records (2014-2025) audited against the EIA-861 utility census: fact table of county-day customer-hours lost, layered multi-hazard attribution table (storm events, tropical-cyclone tracks, satellite fire, smoke, drought, degree-days), county dimension with repaired customer denominators and CDC/ATSDR Social Vulnerability Index vintages, plus the complete Python analysis pipeline (audits, corpus freeze, burden accounting, extremes declustering, restoration survival models with event-cluster bootstrap, inequality panel, hierarchical Bayesian county trends, and publication figures).
