This work presents a <b>conceptual framework</b> for the <b>International Board of Research &amp; Innovation (IBRI)</b>, also referred to as the <b>Open Research Foundation (ORF)</b>. The model addresses systemic challenges in the current academic publishing ecosystem, including pay-to-publish practices, restricted access, and the exclusion of young learners and grassroots innovators.The IBRI framework is designed as a <b>non-commercial, certification-based system</b> with the following features:<b>Zero-fee submission model</b> to eliminate financial barriers.<b>Plagiarism and originality checks</b> for ensuring credibility.<b>Acknowledgment of all contributions</b> through certificates, including early-stage or incomplete ideas.<b>Unique certification IDs and archival</b> in the <i>Bank of Ideas (BOI)</i> with periodic uploads to the Harvard Dataverse for DOI-linked authenticity.<b>Inclusivity principle</b> that recognizes contributions starting from the age of seven, enabling equal participation by children, grassroots innovators, teachers, and academicians.The paper includes <b>illustrative case studies</b> (a child’s observation, a farmer’s irrigation technique, and a teacher’s pedagogical innovation) to demonstrate the inclusivity of the model. It also outlines a <b>roadmap to 2050</b>, positioning IBRI as a global standard for originality, ethical validation, and knowledge equity aligned with the <b>UN Sustainable Development Goals (SDGs)</b>.The framework is presented as a <b>conceptual and hypothetical model</b> intended for academic discussion and intellectual engagement.
