Global Common Payments Rail (GCPR) - Charter and Concept Note

The GCPR Charter and Concept Note together present a neutral, rules‑based, and sovereignty‑preserving governance architecture for cross‑border payments. The Charter defines the binding governance framework, while the Concept Note offers analytical context and clarifies the rationale behind the Charter’s mechanisms. The Concept Note does not modify the Charter or create legal obligations. This Version 1.1 release updates the GCPR Concept Note while leaving the GCPR Charter unchanged. The Charter remains at Version 1.0, and its text is identical to the previous release. The updated Concept Note (Version 1.1) supersedes the earlier Concept Note (Version 1.0) and provides expanded explanation, refined terminology, and improved alignment with the Charter.
