通过采集特种设备使用单位管理情况评价数据即严重事故隐患项、管理机构、管理制度、管理人员、技术档案、应急管理和加分项,以及抽查的特种设备使用管理情况分种类逐台评价数据,经特种设备全面评价法处理过程,得到特种设备安全管理总评价数据和对应的评价周期数据,用于特种设备安全管理分级分类管控。根据使用单位在用特种设备的风险等级进行随机抽查,抽查数量按照特种设备分割线等级确定(分H类高、 M 累中、 L类低风险三类),分别对照单位安全管理、设备安全管理情况评价评分对照表,计算出各自评分,即S为单位安全管理评价总分,W为设备安全管理评价总分,Y为综合评价总分。一、全面评价算法。Y=S×40%+W×60%,其中W=(h×Q1+m×Q2+l×Q3)/(Q1+Q2+Q3)(h为高风险特种设备平均分,m为中风险特种设备平均分,l为低风险特种设备平均分;Q 1为高风险特种设备的权重即0.6,Q 2为中风险特种设备的权重即0.3,Q 3为低风险特种设备的权重即0.1,若无该类设备则相应的权重为0)。二、算法评价周期。Y≧85,24个至少月1次;75≤Y<85,12个月至少1次;70≤Y<75,6个月至少1次;Y<75,3个月至少1次。三、数据结果处理。运用评价结果数据,对特种设备风险隐患进行辨识、评估、控制和分级管控,改进完善特种设备安全管理措施,构建特种设备安全风险分级管控和隐患排查治理双重预防机制。
This dataset is constructed by collecting evaluation data on the management status of special equipment using units, including serious accident hidden danger items, management organizations, management systems, management personnel, technical archives, emergency management and bonus items, as well as piece-by-piece category-based evaluation data of special equipment use management obtained via spot checks. After being processed through the comprehensive special equipment evaluation method, the overall special equipment safety management evaluation data and corresponding evaluation cycle data are obtained, which are used for classified and graded control of special equipment safety management.
Random spot checks are conducted based on the risk levels of special equipment in use by the employing units, with the number of inspections determined according to the special equipment segmentation levels (divided into three categories: high-risk Class H, medium-risk Class M, and low-risk Class L). Respective scores are calculated by comparing against the scoring comparison tables for unit safety management and equipment safety management respectively: S represents the total score of unit safety management evaluation, W represents the total score of equipment safety management evaluation, and Y represents the comprehensive evaluation total score.
1. Comprehensive Evaluation Algorithm
Y = S × 40% + W × 60%, where W = (h × Q1 + m × Q2 + l × Q3) / (Q1 + Q2 + Q3). Here, h is the average score of high-risk special equipment, m is the average score of medium-risk special equipment, l is the average score of low-risk special equipment; Q1 is the weight of high-risk special equipment (0.6), Q2 is the weight of medium-risk special equipment (0.3), Q3 is the weight of low-risk special equipment (0.1), and the corresponding weight is 0 if such equipment is not present.
2. Algorithm-based Evaluation Cycle
If Y ≥ 85, inspections shall be conducted at least once every 24 months; if 75 ≤ Y < 85, inspections shall be conducted at least once every 12 months; if 70 ≤ Y < 75, inspections shall be conducted at least once every 6 months; if Y < 75, inspections shall be conducted at least once every 3 months.
3. Data Result Processing
Using the evaluation result data, risk hidden dangers of special equipment can be identified, evaluated, controlled and subjected to graded control, special equipment safety management measures can be improved and optimized, and a dual prevention mechanism for classified control of special equipment safety risks and hidden danger investigation and governance can be established.
