The present invention relates to a sheet base made of aramid flock having an average fiber width of 10 to 30 μm and aramid fibrid having an average fiber width of 5 to 40 μm; Fine binder fibers having an average fiber width of less than 5 μm present on at least the surface of the sheet substrate; And at least one filler present on at least the surface of the sheet substrate. The insulating sheet of the present invention can suppress oxidation deterioration even when in contact with a metal under high temperature conditions, and also has excellent electrical insulation properties and excellent strength. The present invention is related to an insulating sheet which includes: a sheet base material comprising aramid flocks having an average fibre width of 10-30 ??m and aramid fibrids having an average fibre width of 5-40 ??m; fine binder fibres which are present on at least the surface of the sheet base material, and which have an average fibre width of less than 5 ??m; and at least one kind of filler which is present on at least the surface of the sheet base material. The insulating sheet is capable of inhibiting oxidation degradation even when in contact with a metal under high temperature conditions, and exhibits excellent electrical insulation properties and excellent strength.
