The BCURE-Harvard training needs survey was designed to assess the attitudes, practices, and skills with regard to applying data and evidence in the work of mid-career and senior civil servants in India and Pakistan, as well as to shed light on their decision-making contexts, barriers to evidence use, and preferred training content and formats. The surveys were administered to the following cohorts: Pakistan – National School of Public Policy (NSPP) Mid-Career Management Course 16—Lahore—February 2014 Mid-Career Management Course 18—Lahore, Islamabad, Karachi—October 2014 Senior Management Course 16—Lahore—December 2014 India – Lal Bahadur Shastri National Academy of Administration (LBSNAA) Phase IV—June/July 2014 Phase V—October 2014
