The present invention relates to a rolling guard barrier and a manufacturing method thereof， and more particularly， to a rolling guard barrier and a manufacturing method thereof， which can absorb shock at the time of a vehicle collision and prevent a big accident by guiding the collided vehicle in a heading direction of a road. The manufacturing method of a rolling guard barrier includes the steps of: 1) manufacturing posts; 2) manufacturing rail plates fastened to the post; 3) manufacturing rotating rollers， each of which the center penetrates through the post and the radius gets upwardly or downwardly larger; 4) installing the posts in the ground surface at predetermined intervals; 5) fastening the rail plates to lower portions of the front sides and the rear sides of the posts to form a pair of lower rails; 6) putting and mounting the two rotating rollers on another vertically to be supported on the lower rails; and 7) fastening the rail plates to upper portions of the front sides and the rear sides of the posts to form a pair of upper rails.
