This paper outlines the nature and role of quantum gravity. Under the strict primese of the Exclusion Principle. We see that quantum gravity can be measured understanding the Difravtive Interstellar Scintillation (DISS) and the Ricci curvature surpession. Together we can measure the quantum effects on large Cosmological bodies without exotic dark particles or invisible energy gradients.
