Sites included in the KCSL layer can undergo a wide variety of remedial activities, ranging from relatively simple "cut and scrape" cleanups to highly complex multimedia cleanups. The sites with complex contamination issues can have several sources of contamination, which can impact both soil and groundwater and additional media. The KCSLNJ GIS layer should not be used as a sole source of information when conducting a due diligence investigation into whether a particular property is contaminated. The fact that a site of interest is not in the GIS layer does not constitute a due diligence search on behalf of a prospective purchaser. A "live" KSCNJ report can be viewed via DEP DataMiner through the following steps: 1) Go to DEP DataMiner (https://njems.nj.gov/DataMiner) 2) Select Search by Category 3) Select Site Remediation then Submit 4) Under General, select The Known and Suspected Sites by County for a listing of Known Contaminated Sites by County. Information concerning individual contaminated sites can be viewed via other dataminer reports based on the Site ID or the SRP Preferred ID, both of which can be found in the attribute table for the CSRR case associated with that site. This search will lead you to several other reports specific to the site including an "SRP Site Detail" report. If a thorough file review is necessary, please follow the directions listed on the Open Public Records Act (OPRA) web site located at this address: https://www.nj.gov/dep/opra/.
A small number of sites in the KCSL have no X/Y coordinates as of this date and therefore are not included in the GIS layer. Also excluded from the KCSL GIS layer are linear construction projects (due to the inability to properly represent the location of these projects with a single coordinate) and sites without confirmed contamination. Both linear construction projects and sites lacking locational coordinates do appear in the tabular dataminer reports. Coordinates for the GIS version of the KSCL were largely "front door" locations acquired via "address matching" which is an approximation of the facility front door. Many of these locations were also gathered by the Department using GPS equipment and although these tend to be much more accurate, mistakes are sometimes made. Current protocol for assigning site locations defer to the center of the site or center of facility for the coordinates representing the site location. Since errors can occur, users are encouraged to notify the NJDEP/Contaminated Site Remediation & Redevelopment (CSRR)/Bureau of Information Systems of any inaccuracies in the KCSNJ through email to srpgis@dep.nj.gov.
An individual requesting changes to any information in the KCSNJ report can also submit these changes via the "KCSNJ Data Corrections Request Form for Individuals" located at: https://www.nj.gov/dep/srp/kcsnj/correctionsform1.htm. This form may be used to provide more accurate information about the location of the site, additional names by which the site may be known, or any other pertinent information that the requester would like to provide to CSRR. The Bureau of Case Assignment and Initial Notice (BCAIN) will evaluate the information and will make appropriate modifications. Site coordinates must be expressed in NAD 83 NJ State plane feet. If assistance is needed in obtaining the proper coordinates for a site, tools are available online on NJ-GeoWeb at https://www.nj.gov/dep/gis/geowebsplash.htm. Once NJ-GeoWeb has been launched the coordinates can be obtained by clicking “Click the map to get coordinates” in the lower left corner of the mapping application and then clicking on the map at the desired location. These coordinates can then be pasted into a document.
