Datasets of the annual reports of the Sapin law observatory

The observatory Loi Sapin monitors and analyses the procedures for delegating public drinking water and sanitation services from 1998 to 2023 each year, a summary presents the main results of the surveys carried out by the ‘Loi Sapin’ observatory on competitive tendering procedures and the evolution of public service delegation contracts (PSDs) to the private sector concerning drinking water supply (PWS) and collective sanitation (CWS) services. The Observatoire Loi Sapin is part of the National Observatory of Public Water and Sanitation Services. Each survey provides an analysis of the impact of competitive tendering procedures on the price of water, the duration of contracts, the delegation market or recourse to advice by the organising authorities. The datasets used are made available in accordance with the open data policy.松树法观测台（Observatoire Loi Sapin）会对1998年至2023年间的公共饮用水与环卫服务委托流程进行常态化监测与分析。每年发布的总结报告将呈现该观测台针对竞争性招标流程、以及饮用水供应（Drinking Water Supply，PWS）与集体环卫服务（Collective Sanitation Services，CWS）领域面向私营部门的公共服务委托合同（Public Service Delegation Contracts，PSDs）的演变态势所开展调研的核心成果。松树法观测台隶属于国家公共饮用水与环卫服务观测台。每项调研均会分析竞争性招标流程对水价、合同期限、委托市场，以及主管部门寻求咨询服务的情况所产生的影响。本数据集所依托的相关数据均依照开放数据政策对外公开。
