An open legal knowledge graph and retrieval benchmark built from permissively licensed common-law documents. Pairs a typed doctrinal ontology (14 node types, 23 relation types; first-class RatioDecidendi node, stare-decisis and constitutional-scrutiny relations) with chunk-level evidence provenance and a gold-anchored benchmark of local, multi-hop, and global queries. Released in five auditable layers (raw, clean, enriched graph, GraphRAG communities, benchmark) and two distribution modes (public_kg_only, reproducible_full).
