Priority Conservation Areas (2025)

This data layer, approved by the ABAG Executive Board in September 2025, maps all designated Priority Conservation Areas (PCAs) and their geographic boundaries. It incorporates all amendments approved following the PCA Refresh Final Report as well as the 2025 call for new PCA nominations. The PCA Refresh Final Report, adopted by the Association of Bay Area Governments’ Executive Board in May 2024, reformed the PCA planning framework by assessing the previous program, establishing an updated vision, goals, and objectives, and providing new eligibility maps to improve consistency and structure. As part of these reforms, existing PCAs were amended to align with the updated framework.
