Building on previous galaxy-scale validation using SPARC rotation curves, this work applies the theory to the early universe by introducing a probabilistic stress-energy component into the Einstein field equations and implementing it within the CLASS Boltzmann code.<br>We predict modifications to the cosmic microwave background (CMB) angular power spectrum, explore low-multipole anomalies such as the CMB cold spot and quadrupole alignment, and propose non-Gaussian features emerging from quantum decoherence. The result is a falsifiable, parameterized extension of General Relativity that explains observed gravitational effects without invoking dark matter particles or new fundamental fields.
