36-1-2024 Lot No 01 - Fuels at the pump by flow-through cards

SUPPLY OF FUELS IN 2 LOTS OVER 4 YEARS This is a single-award framework agreement with order forms in two lots, with no annual minimum and no annual maximum of orders, without reopening competition when order forms are awarded and placed under the provisions of Articles R.2162-1 to R.2162-6 - R.2162-13 and R.2162-14 of the Public Order Code. This consultation is being launched with a view to acquiring various road fuels (unleaded petrol 95, 95-E10, 98, diesel, etc.) for vehicles in the City’s fleet (lot 1) and non-road fuel (non-road diesel: RNG) for power-driven machinery of the technical services - lawnmowers, tractors, spade, tractor-trailers, ...- (lot No 2). These contracts include the purchase of supplies and associated services (Flow-through cards for Lot 1 and delivery for Lot 2). Lot 01: For the City’s car fleet, fuel will be collected directly from service station pumps via flow-through cards; Under this lot, the Commune also acts on behalf of the Centre Communal d’Action Sociale (C.C.A.S) and the Régie des Eaux de la Provence Verte (R.E.P.V). Lot 02: The RNG will be delivered by the contractor to the Directorate for Technical Services and the Environment (D.S.T.E.) avenue des martyrs de la résistance in Brignoles. The average annual consumption of this fuel is around 15 000 litres. As an indication, the average annual expenditure is approximately EUR 19 000.00 inclusive of VAT. - Lot 1: ‘Fuel at the pump by means of flow-through cards’: Maximum annual order amount:400 000 € H.T. - Lot 2: ‘Delivery of non-road gas oil (NRG)’: Maximum annual order amount:40 000 € H.T. Maximum total amount per year for the 2 lots 440 000 € excluding VAT Maximum total amount over 4 years for the two lots: 1 760 000 € excl. tax四年期两标段燃料供应项目 本项目为单授标框架协议，下设两标段（Lot）订单表单，订单无年度最低及最高限额，且依据《公共采购法典》第R.2162-1条至第R.2162-6条、第R.2162-13条及R.2162-14条之规定，授予订单时无需重新开启竞争程序。 本次采购旨在为市政车队（标段1）购置各类道路燃料（无铅汽油95号、95-E10型、98号、柴油等），并为技术服务部门的动力机械（含割草机、拖拉机、铲运机、半挂牵引车等）购置非道路燃料（非道路柴油：RNG（可再生天然气，Renewable Natural Gas）），相关机械所属标段为标段2。 本框架协议涵盖燃料采购及配套服务（标段1配套流通加油卡服务，标段2配套配送服务）。 标段1：针对市政车队，燃料将通过流通加油卡直接从加油站加油机提取；本标段项下，采购主体（市镇政府）同时代表市镇共同体社会行动中心（Centre Communal d'Action Sociale，缩写CCAS）与普罗旺斯绿色水务管理局（Régie des Eaux de la Provence Verte，缩写R.E.P.V）开展采购。 标段2：供应商需将RNG配送至位于布里尼奥勒市抵抗运动烈士大道的技术服务与环境局（Directorate for Technical Services and the Environment，缩写D.S.T.E.）。该燃料年均消耗量约为15000升，年均含税采购支出约为19000欧元。 - 标段1：「流通加油卡加油机取油服务」：年度最高订单金额为400000欧元（不含税价，H.T.） - 标段2：「非道路燃气柴油（NRG）配送服务」：年度最高订单金额为40000欧元（不含税价，H.T.） 两标段年度订单总金额上限为440000欧元（不含增值税，VAT，Value Added Tax） 两标段四年期订单总金额上限为1760000欧元（不含税）
