CD-Witness Governance Standard

This document species the CD-Witness Governance Standard (CDW-GS:2026) a complete, implementation-ready framework for auditable AI system oversight. It integrates: (1) a three-layer ledger architecture (forensic, operational, public); (2) a formal evidence hierarchy (E1-E5); (3) an adversary model (A0A4); (4) a deterministic risk indicator function (CSF-CDW); (5) a simulation and validation framework; (6) an open-source reference implementation blueprint; and (7) procurement and jurisdictional mapping. The standard is technology-neutral, jurisdiction-agnostic, and designed for empirical falsiability. It does not dene legal compliance outcomes; rather, it provides a measurement and audit instrumentation framework for high-risk AI systems.
