**Background:** The "Flow State," a condition of optimal experience characterized by deep absorption in an activity, is a central construct in positive psychology and neuroscience. However, the field is hindered by "terminological chaos," with terms like "engagement," "presence," "immersion," and "flow" used inconsistently or interchangeably. **Problem:** This conceptual fragmentation prevents the development of standardized biological markers and limits the comparison of results across different domains (e.g., sports, gaming, work). Specifically, the neural mechanism of "Transient Hypofrontality"—the temporary down-regulation of the prefrontal cortex—remains a subject of debate. **Objective:** To establish the SERNA Conceptual Standard (SCS-FLO), providing canonical definitions and a testable neuro-cognitive model for the flow state. **Approach:** A systematic review of over 420 peer-reviewed articles was conducted, synthesizing evidence from psychology, neuroscience, and human-computer interaction. **Contributions:** This standard defines 12 canonical terms, establishes the "Dynamic Transient Hypofrontality (DTH) Model," and proposes 10 falsifiable hypotheses for future research. **Conclusions:** SCS-FLO provides the theoretical infrastructure to transition flow research from descriptive phenomenology to predictive neuro-modeling of peak performance.
