Blight Tickets are issued by city inspectors, police officers, and other city officials with the power to investigate and cite code violations. Blight Tickets are adjudicated as civil cases by the <a href='https://detroitmi.gov/departments/department-appeals-and-hearings' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>Department of Administrative Hearings (DAH)</a>, an independent quasi-judicial department established in January 2005 as a major component of the City's efforts to address blight. This dataset largely models the <a href='https://app.detroitmi.gov:8443/DAHOnline/' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>Blight Violation Case History system</a>, which is administered by DAH and integrates data from departments that issue, process, and adjudicate blight violations.
